Project Manager - Energy Retrofit Job description
We're looking for a dynamic and experienced
Project Manager to lead the delivery of energy retrofit programmes across City of York Council's housing stock. With a budget of
£3 million, funded through the
Warm Homes Social Housing Fund Wave 3 and other sources, this role is central to our commitment to improving energy efficiency and reducing fuel poverty for our tenants.
Using a
fabric-first approach, you will ensure retrofit works are aligned with major repairs and investment programmes, delivering long-term improvements to the energy performance of council homes.
Key Responsibilities - Lead the development and delivery of housing retrofit projects, ensuring alignment with wider asset management and major works programmes.
- Manage funding streams, including external grants and internal budgets, to maximise impact and value for money.
- Support bid development and procurement processes in collaboration with the Healthy and Sustainable Homes team.
- Oversee project delivery, including documentation, governance, reporting, and decision-making.
- Engage stakeholders, including tenants and community groups, through consultation and communication activities.
- Champion a new asset management approach, embedding energy efficiency into all decisions related to repairs, acquisitions, and disposals.
About YouYou'll be a confident and capable project manager with:
- Proven experience in delivering energy efficiency or retrofit programmes.
- Strong understanding of housing asset management and sustainability principles.
- Excellent stakeholder engagement and communication skills.
- Ability to manage complex budgets and funding streams.
- Knowledge of procurement and contract management in a public sector context.

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C1: Can express themselves fluently and spontaneously, almost effortlessly. Only a conceptually difficult subject can hinder a natural, smooth flow of language.
Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
